NIOZ, the NWO institute for marine research, conducts global research using sea-going vessels crewed by sailors and scientists. The crew members were subject to outdated personnel regulations that needed to be updated. The new regulations had to be in line with the special maritime labor law and fit in with NIOZ’s practices and working methods. Attention also had to be paid to the new ships that were being built. NIOZ approached us to guide them through this process. We supported a working group consisting of crew members and HR representatives in developing a workable and future-proof crew arrangement that ultimately became part of the Collective Labor Agreement for Research Institutions (Cao OI). This process took about a year. All crew members were asked for input and feedback, and the parties to the collective labor agreement ultimately agreed to the new crew regulations: the Sailing Regulations. A great example of a bottom-up success.
