Lotje studied Dutch law at Erasmus University Rotterdam. She has been a lawyer for over 40 years, since 1975. She specializes in family and juvenile law, health law, criminal law and is also a mediator.
In addition to her legal work, she has worked as university lecturer in forensic psychiatry and health law at the Vrije Universiteit in Amsterdam. Lotje served as chair of the Child Care and Protection Board (RvdK), has been a member of the Council for the Administration of Criminal Justice and Protection of Juveniles (RSJ) and has been a deputy judge at the Court of Appeal of The Hague. From 2004 to 2010 she served as board member of the Netherlands Bar Association (NOvA), from 2007 as deputy dean. Lotje is chairperson of the regional review committee on euthanasia for Noord-Brabant and Limburg. Additionally, she is a member of the Supervisory Board of the Legal Services Counter and Stichting Pension Maaszicht. She regularly works as a lecturer at OSR.
